I. Find m.value

If m = (y2 - y1) / (x2 - x1)

      = ( -1 - 3) / (3 + 3)

      = -4/6

  m = -2/3

II. Find b.value

If y = mx + b, when y is 3, x is -3 and m is -2/3

  3 = -2/3(-3) + b

  3 = -2(-1) + b

  3 = 2 + b

3-2 = b

   b = 1

That makes y = -2/3(x) + 1
